Support from the German Armed Forces
The corona situation in the city of Jena continues to gain momentum. The application submitted a few days ago for support from the German Armed Forces has now been approved, meaning that soldiers can once again begin their service with the City of Jena's health department and actively support pandemic management.
Five soldiers already arrived today, Thursday. The city will receive further personnel support on Monday. The application was initially confirmed until 05.11.2021. An application to extend the deployment is already in preparation.
Head of Public Order and Crisis Management Benjamin Koppe says:
It has already become apparent in recent weeks that the incidence of infection on site is increasing significantly and that the health department is repeatedly reaching the limits of its capacity. We reacted quickly, asked the German Armed Forces for help again and are now receiving rapid support with coronavirus case investigation and contact tracing. This has also enabled us to maintain all other health services in the city. Nevertheless, the situation remains very tense. At this point, it must be made clear once again that it is not only compliance with the infection protection rules that must be observed, but that taking up the vaccination offers is crucial in pushing back the pandemic.
The city of Jena recently pleaded with the Free State of Thuringia for standardized protective measures when various warning levels are exceeded. Unfortunately, this has not yet been complied with. According to the containment decree, the city is obliged not only to examine further measures to contain the spread of infection, but also to take them.
New general decree published today in the official gazette
As a result, an amended general decree was submitted to the state of Thuringia for approval. The 3G regulations already in place for warning level 1 will be extended to non-public events, regardless of the venue, in indoor areas if the number of people exceeds 100. The general ruling will be published in the official gazette today and will enter into force on 29.10.2021.
In the current situation, it is important to continue to implement sensible and effective protective measures. In essence, it is still about reducing contacts, especially among unvaccinated people. It is therefore only logical to supplement the 3G rule for non-public events in the private sphere.
At the same time, we will not tire of continuing to campaign for uniform containment rules across the country and, above all, to improve protection at community facilities. Testing at schools and kindergartens in particular should be made permanent and mandatory,

Questions and answers on the regulations of the new general ruling
For which areas does the 3G rule apply in Jena?
An extended testing obligation and access only for vaccinated, recovered or tested persons for closed rooms applies in these areas:
- Access to indoor catering (exception: delivery and collection of food and drinks, non-public company canteens, canteens operated by the Studierendenwerk Thüringen)
- Attendance at public events in closed rooms
- Attendance at non-public events, provided that catering premises, event venues and other comparable facilities are used for this purpose and regardless of the venue, if the number of people present at the same time exceeds 100
- Access to sports and fitness studios, swimming pools and similar facilities
- Tourist accommodation offers
If events or offers are registered in good time as an optional model (2G, 3Gplus), these regulations apply regardless of the incidence.
To whom does the extended testing obligation not apply?
- vaccinated and recovered persons - appropriate proof must be provided
- asymptomatic children up to the age of six and all children who have not yet started school
- asymptomatic pupils if they provide proof of participation in regular testing as part of a mandatory testing concept
How can proof of testing be provided?
- by the test result of a PCR test, provided the underlying test was carried out no more than 48 hours ago
- by a certificate of a negative result of a rapid antigen test, provided that the underlying test was performed no more than 24 hours ago
- by NAT detection, i.e. an alternative nucleic acid amplification procedure equivalent to the ID NOW tests offered by some medical practices
- by a self-test carried out on site and under the observation of a third party
