City Council Overview
The City Council is the elected body of the City of Jena.
It establishes the principles governing the administration of the city and decides on all municipal matters, unless these are delegated to decision-making committees, fall under the mayor’s statutory authority, or are delegated to him by the City Council.
The duties, composition, and rights of the City Council are set forth in the provisions of Section 22 of the Thuringian Municipal Code (ThürKO).
The City Council must be provided with the resources and facilities necessary to fulfill its duties; in particular, an office must be made available to it. The City Council has direct authority over its administrative operations (Main Statutes of the City of Jena, § 4).
