The aim is to process reports in a structured manner, to make responsibilities transparent and, on this basis, to build up an ongoing picture of the situation. Illegal graffiti and tags can affect the feeling of safety, cause considerable cleaning costs and shape the appearance of a city. At the same time, the issue is complex: it ranges from youth cultural experimentation to soccer references and politically motivated content. The city of Jena has therefore developed a concept that brings together different professional perspectives and combines various measures.

The concept of the city of Jena comprises six fields of action:
Prevention
More education, offers in youth centers and schools, legal areas and exchange formats should help to prevent illegal graffiti at an early stage.
Street art
Artistically designed areas and projects can enhance urban spaces and strengthen legal forms of expression.
Monitoring and reporting channels
Reports should be recorded in a structured manner, responsibilities clearly assigned and processing steps comprehensibly organized.
Clean-up
Illegal graffiti should be prioritized and professionally removed. Fresh or criminal content has special priority.
Support for private property owners
A funding approach should be developed for private areas to facilitate the removal of illegal graffiti.
Repression
Where prevention is not effective, the city relies on close cooperation with the police and judiciary as well as regulatory measures.

Private house facades are also repeatedly affected by illegal graffiti. The municipal concept therefore provides for the development of a subsidy for private owners. The aim is to make the process as pragmatic and unbureaucratic as possible. Among other things, a funding guideline, an application form and clear processing procedures are planned.

An important part of the concept is to expand legal and low-threshold offers.
