
Mandatory exchange of driving licenses for certain persons
In 2019, the Federal Council decided to introduce the mandatory exchange of driving licenses. This means that all driving licenses issued before 19.01.2013 must be exchanged for a temporary cheque card driving license by 19.01.2033. Due to the large number of driving licenses to be exchanged, this will take place in stages.
The compulsory exchange is intended to create a uniform standard within the European Union. It also guarantees greater protection against counterfeiting and better comparability.
By 19.01.2022, all holders of paper driving licenses born between 1953 and 1958 must therefore exchange their driving licenses if they wish to continue driving a motor vehicle on public roads.
The Jena driving license authority is responsible for all persons who currently have their main place of residence registered in Jena. A personal appointment at the Jena driving license authority is only possible after making an appointment in advance, which can be booked online here: https://service.jena.de/de/online-termin.
The following documents must be presented to the driving license authority for the exchange:
- Valid identification document (passport or identity card)
- Current biometric photo (not older than three months; size 3.5 x 4.5 cm)
- Driver's license
- If available: Proof of driving license issuance (index card "VK 30") if issued in the former GDR from 1968 to 1982
The costs for the mandatory exchange amount to approx. 31 € including the direct delivery of the new driving license to your home address. The amount must be paid immediately by EC payment or in cashwhen applying at the driving license authority.
