New general decree in Jena in force from Sunday

From Sunday, November 7, a new general decree will apply in Jena. This step was necessary as a result of the entry into warning level 3.

Head of the crisis unit and head of the public order department Benjamin Koppe on the new municipal general decree and the current situation: "The state has still not complied with the urgent request of the city of Jena and other local authorities for uniform, mandatory warning level rules. We are experiencing a further increase in the number of infections in Thuringia, with almost all districts and independent cities now at the highest warning level. In order not to lag behind the development, as has been the case for weeks, the 2G rule needs to be extended and, from an epidemiological point of view, infection control measures in this area need to be tightened. It is also incomprehensible that staff in care facilities, for example, are still not required to provide proof of vaccination."


In the new regulation, a 2G or 3G-plus regulation in closed rooms is extended to the following areas:

  • Cinemas, theaters, readings, exhibitions, museums, concerts
  • trade fairs
  • Special or flea markets
  • sporting events
  • Discotheques and dance clubs

The choice of model is the responsibility of the respective organizer. Only PCR tests or alternative nucleic acid amplification methods are valid as test evidence.


Events outside closed rooms with more than 150 participants at the same time are only permitted on application and with the permission of the competent authority.


The 3G rule (proof with a rapid antigen test is sufficient for non-vaccinated persons) applies to the following areas (indoors):

  • restaurants
  • tourist overnight stays
  • saunas, tanning salons
  • fitness studios
  • sports halls
  • Swimming pools and leisure and adventure pools
  • Non-public events with 30 or more participants

Children up to school age do not need to provide proof of tests as long as they do not show any symptoms of a cold. For children of school age, proof of participation in regular tests at school is sufficient.


In open-air situations where the minimum distance of 1.5 meters cannot be maintained, a qualified face mask must be worn. This applies in particular in queues, at weekly or special markets and in waiting areas at bus and streetcar stops.

In addition, we would like to point out the new regulations for school operations from Monday, November 8, 2021. Accordingly, at warning level 3, all pupils and staff are obliged to wear a mouth and nose cover or a qualified face mask in the school building, even during lessons. Regular testing at schools is also mandatory.

At daycare centers, care is provided in fixed and separate groups.
