Next Step Taken for New Residential Neighborhood in Jena-Nord

The city of Jena plans to develop a new residential neighborhood in the Jena-Nord district. The Jena City Council gave the go-ahead for this yesterday (July 1, 2026) by adopting the preliminary resolution for the B-Lb 05 zoning plan, “Residential Development on Closewitzer Straße.” The goal is to develop a climate-resilient and socially balanced residential area on predominantly urban land north of Closewitzer Straße.

The approximately 16,650-square-meter site is currently used, among other things, as a garage complex and recreational garden area. In the future, at least 45 residential units are to be built there—plans include single-family homes, two-family homes, and multi-family buildings. This initiative is based on the Jena 2035 Residential Development Plan.

“With the new residential neighborhood on Closewitzer Straße, we are laying the groundwork for urgently needed housing on municipal land. At the same time, we are committed to climate-adapted, high-quality development with attractive open spaces and good connectivity for pedestrians and cyclists,” says Dirk Lange, Director of Urban Development and the Environment. “In doing so, we are implementing key components of Jena’s residential building land model for the first time.”

Objectives of the Development Plan

Among other things, the zoning plan is intended to ensure the following objectives:

  •     the development of a residential neighborhood with a high quality of living and leisure,
  •     climate-adapted construction,
  •     the creation of contiguous green spaces,
  •     rainwater retention and reuse,
  •     the provision of pedestrian and bicycle paths, and
  •     the orderly transportation infrastructure for the area.

A green strip is also planned to serve as a transition to the adjacent community gardens. In addition, necessary measures for air quality protection, species conservation, and nature conservation are to be taken into account in the planning process.

Jena Residential Development Model

The development is taking place within the framework of the “Jena Residential Building Land Model,” which was adopted by the City Council in 2024. The model’s goal is to advance the development of municipal land into residential building land in order to ensure that social and quality criteria are mandatorily taken into account when marketing the building lots. Among other things, the goal is to ensure a certain proportion of subsidized housing with rent and occupancy restrictions.

Urban Planning Competition and Public Participation

An urban planning competition is planned for the next phase of the process. Several planning firms will be asked to develop designs for the new neighborhood. A jury, which will include political representatives, will then select the best design to serve as the basis for further planning.

The public and the relevant authorities will be involved as part of the zoning plan process. The district council and the district mayor of Jena-Nord were also involved at an early stage.
