Fan march only with notification!

The regulatory authority of the city of Jena has issued a general decree for fan marches on the occasion of the DFB Cup match between FC Carl Zeiss Jena and Hertha BSC Berlin on Saturday, 12.08.2023. Among other things, so-called "Spuckis" are currently being used to mobilize fans throughout the city.

This step was necessary as no notification of a fan march had been submitted to the relevant authorities by the time this order was issued. In the past, there have been a number of fan marches in Jena on the occasion of soccer matches that were never reported to the relevant authorities. Unfortunately, there is currently no communication channel to soccer fans that would allow for cooperative coordination on the organization of fan marches.

The unpredictable use of public roads by a large number of participants can be associated with immense risks and dangerous situations for bystanders and participants in the fan march. Unclear and confusing traffic situations arise for all road users, combined with restrictions for public transport. Access routes and deployment areas for the emergency services, fire department and police are not guaranteed, and such emergency situations can therefore be associated with considerable delays and, in some cases, dramatic consequences. Added to this is the potential danger posed by drunken participants in such marches, which is difficult to calculate. Unfortunately, there have also been incidents in the past in which confrontations with other fan groups or the police have occurred, sometimes resulting in violence.

Framework for the fan march

To prevent such disruptions, it is necessary to provide a framework for fan marches. In order to dispel any concerns or uncertainties, it is necessary to register a planned fan march with the city of Jena. In order to enable a colorful and impressive march to the stadium, solutions will be found for any problems that arise. If no fixed route can be specified at the time of notification, a route agreed with other security agencies will be specified. This is as follows:

Johannisplatz - Leutragraben - Teichgraben - Holzmarkt - Kronengasse (streetcar underpass Holzmarkt/Grietgasse) - Am Volksbad - streetcar tracks parallel to Knebelstraße - railroad underpass - Paradiesbrücke (streetcar) - Oberaue - Roland-Ducke-Weg - Fanprojekt / Ernst-Abbe-Sportfeld.

During the march, it is important to observe the ban on carrying glass bottles. Furthermore, pyrotechnic products such as Bengal flares or smoke pots may neither be carried nor burned. The resulting dangers for bystanders are incalculable. Other restrictions include the size and nature of flags and banners as well as items of clothing that are suitable and used to conceal identity.

Dangers that are difficult to calculate

Unannounced fan marches are associated with dangers that are difficult to calculate and cannot be carried out for the reasons mentioned. Anyone taking part in such marches must expect fines to be imposed.

The police will monitor the situation cautiously and take appropriate measures if they become necessary.
