New look for the regulatory authority

21.01.2026

The city of Jena is further developing the structure and organization of the municipal order department. The aim is to make responsibilities more clearly visible, to strengthen the presence in public spaces and to professionalize the work of the municipal order department. In this context, the external appearance, accessibility and internal structures and work processes are currently being further developed.

As part of this development, the vehicles of the field service are currently being given a new and uniform livery. At the same time, the name is being changed to "Regulatory Authority". The implementation is taking place gradually and is based on the legal requirements of the federal state. No additional vehicles have been procured for this purpose. The new design communicates the legally defined mission of the regulatory authority more clearly to the outside world. The law enforcement officers fulfill regulatory tasks in everyday municipal life. In doing so, they act in accordance with the Thuringian Regulatory Authorities Act, road traffic law and other specific legal requirements. In this way, they ensure that public safety and order is maintained by averting dangers and preventing or eliminating disturbances, provided that they are not criminal offenses. The tasks and responsibilities of the police remain unaffected and are clearly defined by law.

"A similarity to the current design of police vehicles is permissible and entirely intentional. To avoid confusion, essential features of police vehicles, such as blue lights, horn and police stars, are missing. The municipal order service of the city of Jena and the police have different, legally clearly regulated tasks. With the new markings, the public order department's field service is clearly and unambiguously recognizable in public spaces," explains Mayor and Head of Public Order Benjamin Koppe.

The new vehicle livery and the gradual introduction of new uniforms serve to create a modern, uniform and easily recognizable appearance in public spaces. The aim is to make the public order authority visible as a present, approachable and clearly assigned institution of the city administration of Jena. The design is part of an ongoing development process to strengthen municipal order in Jena in terms of organization, personnel and public perception. Further projects, such as the introduction of a bicycle relay, are currently in the planning phase.

"The uniform design of vehicles and uniforms creates a reliable framework for the field service. At the same time, we are continuing to develop structures, processes and forms of deployment in order to strengthen the municipal order service as a whole," says Sebastian Wick, head of the municipal order service.

In order to increase the accessibility and responsiveness of the municipal regulatory authority, an expansion of contact options is currently being tested. The telephone number "03641 492500" and the e-mail address 2500@jena.de have been set up for this purpose. Citizens can use these contact options during the enforcement service's working hours Monday to Friday between 06:00 and 22:00 in the winter months and in some cases Monday to Saturday between 06:00 and 02:00 in the summer months to submit messages, which are then checked, prioritized and processed internally. Previously, they could only be contacted during office hours between 06:00 and 16:00.

"With the extended contact options, we are significantly improving the responsiveness of the regulatory authority. Concerns can be dealt with in a more timely and structured manner. This is a further step towards strengthening municipal security in Jena," concludes Benjamin Koppe.
