New Payment Option at the Citizen Services Office

The city of Jena is continuing to expand its digital payment options and, with the introduction of Wero, is among the first municipalities in Thuringia to integrate this payment method into its online administrative services. In the future, residents will be able to pay for select citizen services online not only by credit card but also via Wero.

As of the official launch on September 21, 2026, this applies to the City of Jena’s digital application processes for resident parking permits, information from the resident registry, and basic and extended certificates of residence. The i-KfZ portal—the online platform for vehicle registration and deregistration—can now also accept Wero payments.

“For citizens, what matters most is that digital government services are simple, easy to understand, and reliable. This also means that the payment process should be as straightforward as possible,” says Mayor and Head of Digitalization Benjamin Koppe. “By adding Wero, we’re making our online services a bit more user-friendly and practical for everyday use.”

The successful implementation was carried out in close collaboration between Department 2 (Finance, Security, and Citizen Services), the City Treasury team, the Citizen Services team, Sparkasse Jena-Saale-Holzland, and S-Public Services GmbH. Both external partners provided comprehensive support to the City of Jena during the contractual, technical, and organizational implementation.

“The City of Jena demonstrates how modern municipal administrative services can be further developed in a practical way,” said Andreas Weinhardt of Sparkasse Jena-Saale-Holzland. “The integration of Wero is an important step toward modern digital payment options: secure, direct, and tailored to users’ needs.”

Looking ahead, additional online application processes are scheduled to be expanded to include the new payment options by the end of 2026. Plans call for online services via ThAVEL (Thuringian Application System for Administrative Services) to issue certificates from existing civil registry records. These include the birth registry, marriage registry, death registry, and civil partnership registry maintained by the Civil Registry Office. The expansion of payment options there depends on the ePayBL 4.0 upgrade by the federal and state governments, which is expected to take place at the end of the fourth quarter of 2026.

By expanding payment options, the City of Jena is continuing its efforts to make administrative services more digitally accessible and to further reduce media discontinuities for citizens.

Background

The European digital payment method Wero has also been offered as part of e-commerce transactions since fall 2025. Participants include, for example, Sparkassen, Volks- and Raiffeisenbanken, Deutsche Bank, and ING-DiBa. With this latest implementation, the City of Jena is one of the first municipalities in Thuringia to integrate this payment option and make it available to its citizens alongside credit card payments.
