New features of the city of Jena's deficiency report

With immediate effect, entries in the city of Jena's deficiency report will no longer be published automatically, but will only be released after they have been checked. This step was necessary due to the recent increase in racist and offensive comments. Previously, entries were only checked after automatic publication and - if they violated the rules of useof the defect reporter - deleted.

The approval procedure is already used for the comments function of the "Defect reporter" and has proven its worth there.
