Jena takes part in nationwide warning day

06.09.2024

The city of Jena is taking part in the nationwide warning day on Thursday, 12.09.2024. On this day of action, organized by the Federal Office of Civil Protection and Disaster Assistance (BBK), the federal and state governments as well as the participating districts, independent cities and municipalities will test their warning equipment in a joint exercise starting at 11 am. The aim is to check technical processes for their function and possible weak points, to improve them if necessary and to sensitize the population with regard to the available warning devices (such as sirens, warning apps, digital advertising spaces).

Warning messages are sent to cell phones

Cell broadcasting - a warning message sent directly to cell phones via the BBK - is also being tested for the third time this year. You can find out which devices can receive this message in the attached list (under Links).

The test warning is sent by the national warning center at the BBK to all warning multipliers that are connected to the Modular Warning System (MoWaS) (e.g. app servers, radio stations). These in turn send the test warning in their systems or programs to end devices such as radios, warning apps such as the NINA warning app operated by the BBK and a total of around 7,900 digital display boards.

22 sirens sound in the city of Jena

At the same time, the specialist fire department will sound warning tones via all 22 digital sirens in Jena shortly after 11 am: The warning signal consists of six tones of five seconds each with a five-second pause in between. This is followed by an announcement over the sirens: "Attention! Attention! This is the city administration of Jena making an announcement. This is a trial warning for the nationwide Warning Day 2024. There is no danger to the population. End of the announcement." This is repeated once.

The all-clear is given with a one-minute continuous sound of the sirens at around 11:45. The following announcement can then be heard over the sirens "Attention! Attention! This is the city administration of Jena making an announcement. This is the all-clear for the nationwide warning day 2024. There was no danger to the population. End of the announcement."

The citizens of Jena will be informed about the warning day via other channels such as social media and the municipal website jena.de. During the warning period, a hotline is available in Jena on 03641 - 490 to answer questions from the public.

Subsequent survey for future improvements

BBK President Ralph Tiesler: "In view of the very good results of 2023, I am looking forward to the nationwide Warning Day 2024 with confidence! But that doesn't mean that we don't want to improve or that we can sit back and relax. We deliberately designed the Warning Day as a stress test to put the warning systems that run smoothly on a day-to-day basis through their paces and also to see whether we could eliminate potential weaknesses that we have identified in the past. To do this, we rely on the help of citizens. This year, we are therefore once again asking as many people as possible to take part in the subsequent survey and share their experiences with us. That way, we can improve the warning together."

In the online survey, citizens can share their experiences of the various warning channels. It starts on September 12 at 11 a.m. and runs until September 19, 2024 at: www.warntag-umfrage.de

The results will be scientifically evaluated and, together with the technical analysis of Warning Day 2024, will form the basis for preparations for the fifth nationwide warning day on September 11, 2025.
