Preliminary planning is not part of the Jena local transport plan

In the past few days, a local newspaper in Jena has published articles on the subject of local transport. They contain plans which give the impression that they are part of the local transport plan.

This is not correct.

Only partial preliminary plans and the test orders resulting from the decision on the local transport concept have been presented so far. The documents were sent out in advance to a specialist working group for preparation and only contain technical statements on the transport benefits without prioritization and concrete implementation intentions. Also - as this is decidedly not yet a draft of a local transport plan - no comparison has yet been made with the cost framework decided by the city council for possible service expansions. Whether it is even possible to implement individual service expansions compared to the current local transport plan will only become clear in the further consultation process.
The internal documents used for reporting are also not intended for the general public because they are simply not comprehensible without the accompanying explanations provided in the consultation.

Of course, individual editors are free to include such partial information in their reporting. An echo from individual groups is certain. The use of misinterpreted fragments of information, even without having attempted to have them explained by the author, certainly does not promote a broad debate in the parliamentary municipal bodies and urban society, but instead creates uncertainty and discord.

The Jena City Council has the entire city in mind and should therefore be able to continue to provide space for a broad culture of debate.
