Restriction of water abstraction from watercourses
On 17.06.2022, the general decree restricting water abstraction from watercourses in the city of Jena comes into force. This affects all surface streams, standing waters and springs with the exception of the Saale.
From then on, it is generally forbidden to take water from the watercourses, both with bailers and with pumps. This means that all water permits already granted will be revoked for the duration of the general decree. Only the drawing of water for watering livestock and the withdrawal of water for fire-fighting purposes by the fire department are still permitted.
Exceptions
Due to the controlled water supply from the Saale dams, water extraction from the Saale is currently still exempt from the prohibitions. However, the lower water authority points out that a permit under water law must be obtained to withdraw water using a pump.
Lack of precipitation
The withdrawal ban is necessary because the water levels in the streams have been so low for years due to the continuous lack of precipitation and the prolonged exceptional drought that there is now a danger to the aquatic flora and fauna. A further reduction in discharge volumes is feared to cause damage to the aquatic habitat, which can only be repaired over a very long period of time.
The lower water authority will carry out on-site inspections in the coming weeks and may also impose fines if it is found that the withdrawal ban has not been observed.
Period of validity
The general decree is initially valid until 31.10.2022. If the situation eases by then due to abundant rainfall, the withdrawal ban can also be lifted earlier. Otherwise, if the drought continues, there is also the possibility of extending the validity of the general order. In any case, the city administration of Jena will provide information about this in the official gazette, in the press and on the website.
