Public Participation in the “dotsource Campus” Construction Project at Saalbahnhofstr. 11–15
Public participation takes place in accordance with Section 36a(2) of the German Building Code (BauGB) as part of the municipality’s approval decision based on Section 36a(1) of the BauGB in conjunction with Section 31(3) of the BauGB.
Background
With the Act on Accelerating Housing Construction and Securing Housing, which entered into force on October 30, 2025, new provisions were introduced into the Building Code intended to facilitate the implementation of housing construction projects through exemptions or deviations from applicable building law (the so-called “Bauturbo”). However, as in the present case, the application of these special provisions is subject to the municipality’s approval pursuant to Section 36a of the BauGB. To give the public an opportunity to comment on the project before a decision is made on whether to grant this approval, a public participation process may be conducted at the municipality’s discretion. As part of this optional participation process, comments on the application may be submitted.
The project-specific zoning plan VBB-J 46 “dotSource Campus” was drawn up for the project. Following the issuance of the building permit (file number B-92/2025) for the residential and commercial building “dotSource Campus” (residential and commercial building) at Saalbahnhofstraße 11–15 (Jena cadastral district, parcel 7, lots 113/2, 114/2, 115/2), an amendment to the building application has been submitted. The purpose of this amendment is to convert office space on the 4th and 5th floors into 48 additional apartments. This requires an exemption from the provisions of the zoning plan pursuant to Section 31(3) of the German Building Code (BauGB) to deviate from the office use designation.
Publication of the Application Documents
To give the public the opportunity to comment on the project before the municipality decides whether to grant approval, excerpts from the construction project documents—including floor plans, sections, and elevations—including an updated traffic study available at —will be made available for download in the adjacent download section from August 10, 2026, through August 21, 2026, inclusive.
Public Review
In addition, the aforementioned application documents will be available for inspection in printed form from August 10, 2026, through August 21, 2026, at theadministrative building located at Am Anger 26, 2nd floor, during the following hours:
- Monday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:00 p.m.
- Tuesday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:00 p.m.
- Thursday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 6:00 p.m.
- Friday: 8:00 a.m. – 12:00 p.m.

Expert Reports / Technical Papers / Statements
In addition to the excerpts from the application documents, the following expert reports, other environmentally relevant technical contributions, and previously submitted environmental statements or comments will be published:
- Excerpt from the application documents includingfloor plans for the 4th and 5th floors, cross-sections, and elevations, along with an explanatory report (operational description, area calculations, supporting documentation, etc.)
- Traffic study containingfindings on the development of traffic volume, the impact on the surrounding traffic area, and the determination of parking space requirements
Notes
The comments will be made available to the relevant authorities as part of the municipality’s decision on whether to grant approval.
The administration notes that comments not submitted by the deadline may not be taken into account in the decision regarding the project.
When submitting comments, it is advisable to include the author’s address. Without this information, it may be difficult to assess the impact on private interests.
