Additional Apartments in the Planned “dotsource Campus”

10.08.2026

City Invites Public Participation Once Again

Change to the previous plan for Saalbahnhofstraße—48 additional apartments instead of office space

More apartments are to be built in the planned “dotsource Campus” on Saalbahnhofstraße than previously envisaged. To this end, the top two floors of the base building will no longer be used as office space but will instead be converted into 48 additional apartments. This is made possible by the application of amended legal regulations, known as the “Bauturbo.”

Before the city decides whether to approve this change, residents can once again provide feedback on the project modifications. The relevant documents will be available for public review from Monday, August 10, 2026, through Friday, August 21, 2026. During this period, interested parties may review the plans and submit their comments.

Documents Available Online and On-Site

The documents related to the amended project—including partially updated expert reports—will be available online on the City of Jena’s website during the public comment period:

www.jena.de → City Hall & Services → City Hall → City Administration → Public Notices & Document Reviews

In addition, the planning documents can be viewed at the administrative building at Am Anger 26, 2nd floor:

Why is there another public consultation?

The basis for this change is a new provision in the Building Code that has been in effect since October 2025. The so-called “Bauturbo” is intended to enable the creation of additional housing more quickly when a project deviates from the previously applicable building regulations.

In the case of the “dotsource Campus,” the existing plans are therefore to be amended so that the top two office floors of the podium building can be used for 48 apartments in the future. This change requires the city’s approval.

Prior to making this decision, the city is giving the public the opportunity to comment on the revised plans. This public participation process thus offers the chance to review the documents and submit comments or suggestions regarding the project.

Further information on the public participation process, submitting comments, and data protection can be found on the City of Jena’s website mentioned above, as well as in the announcement in Official Gazette No. 31/2026.
