General ruling for the ban on unannounced road blockades

The city of Jena issues a general order for the period 10.01.2024 up to and including 15.01.2024. The general order states that it is prohibited to carry out roadblocks in which the flow of traffic within the city of Jena comes to a complete standstill using tractors, agricultural vehicles, trucks, articulated lorries or other motor vehicles. This also applies to recognizably slow driving that significantly impedes the flow of traffic.

Open-air assemblies and processions are permitted, provided that they do not bring the general flow of traffic to a complete standstill and an assembly leader is named to the police or assembly authorities who is permanently available for further coordination.

This general ruling does not apply to registered rallies and processions.

Justification

For 10, 11 and 12.01.2024, further actions under assembly law in connection with the nationwide week of action of the farmers' protests have been announced for the city of Jena. According to the assessment of the security authorities and publicly available sources, it is to be feared that such blockade actions are to be expected again in connection with the action week, which will have an impact on the flow of traffic in the entire city area.
