
Warning level 1 applies to Jena
The load value of the Thuringia-wide occupancy rate of intensive care beds is above the critical threshold of 3% for the third day in a row. The 7-day incidence has already been above the threshold value of 35 since September 4, 2021, meaning that warning level 1 also comes into force for the city of Jena. When will further measures according to warning level 1 come into force in Jena?
The city of Jena has submitted a general decree with further protective measures to the state of Thuringia for approval. After approval, the general decree will be published in the city's official gazette and will come into force on Saturday, 09.10.2021.
Furthermore, extended protective measures resulting from the Thuringian Children and Youth Sports Ordinance also apply. These come into force when warning level 1 is reached.
What extended protective measures is the city of Jena planning by general decree?
In the event of an increased infection situation and reaching a higher warning level according to the Thuringian early warning system, municipalities are obliged to issue further protective measures that are adapted to the infection situation. The city of Jena will stipulate an extended testing obligation and access only for vaccinated, recovered or tested persons for closed rooms in certain areas.
This applies in particular to access to indoor restaurants. Excluded from this are
- the delivery and collection of food and drinks
- non-public company canteens
- canteens operated by the Studierendenwerk Thüringen for non-public operation
Furthermore, an extended testing obligation applies to attending public events in closed rooms. This also applies to non-public events, provided that catering premises, event venues and other comparable facilities are used for this purpose.
Regardless of the incidence, event organizers still have the option of applying 2G or 3G-plus regulations for their events.
An extended testing obligation applies to access to sports and fitness studios, swimming pools and similar facilities. There are exceptions for
- sports and swimming lessons at schools
- the training of pupils in special grammar schools for sport run by the state
- the training and competition activities of professional athletes, professional sports clubs and squad athletes
- the training of children up to the age of 14
The 3 G rule also applies to tourist accommodation offers. Proof of testing must be provided on arrival and twice a week during the stay.
To whom does the extended testing requirement not apply?
- Vaccinated and recovered persons. Appropriate proof must be carried.
- asymptomatic children up to the age of six and all children who have not yet started school
- asymptomatic pupils if they provide proof of participation in regular testing as part of a mandatory testing concept
How can proof of testing be provided?
- by the test result of a PCR test, provided that the underlying test was not carried out more than 48 hours ago
- by a certificate of a negative result of a rapid antigen test, provided that the underlying test was performed no more than 24 hours ago
- by NAT detection, i.e. an alternative nucleic acid amplification procedure equivalent to the ID NOW tests offered by some medical practices.
- by a self-test carried out on site and under the observation of a third party
Do the tests have to be paid for?
PCR and rapid antigen tests will be subject to a fee from October 11 in accordance with the federal government's regulations. This does not apply to tests that have to be carried out as part of a release from quarantine. Exceptions to paying for tests also apply to pupils who take the tests as part of regular school testing.
What other rules are laid down in warning level 1 by the Thuringian ordinance?
In addition to the general decree of the city of Jena, extended measures laid down by the general decrees of the Thuringian Ministry of Education of September 30, 2021 also apply as soon as warning level 1 is reached. These are not regulated by the city of Jena, but by the state of Thuringia.
Accordingly, schools in warning level 1 must offer voluntary testing for pupils, which can be taken twice a week. Persons from outside the institution may only enter the buildings with mouth-nose covers and proof of 3G.
In daycare centers and childcare facilities, a 3G certificate is required for persons from outside the facility if the stay lasts longer than 10 minutes or the situation does not allow sufficient protection against infection (e.g. minimum distance).
The 3G regulation also applies to organized sports activities in closed rooms. This means that testing is mandatory for everyone involved in sports activities in enclosed spaces. Contact tracing must also be ensured.
When would the extended measures of warning level 1 no longer apply?
If, according to the Thuringian early warning system, the basic level is reached again - i.e. if at least two of the three protection values fall below the respective minimum values of a warning level again for seven consecutive days, the regulations of the basic level apply again.
