Publication on the Internet in accordance with Section 3 (2) BauGB

The City Council of the City of Jena approved the draft of the project-related development plan VBB-J 41 "Quartier 22" at a public meeting on 17.12.2025 and designated it for publication on the Internet.

Area of application and planning objectives

The area of application is bordered to the north by Steinweg, to the west by the B88 federal highway, to the south by the neighboring property of the daycare center and to the east by Frauengasse. The plan area comprises the parcels of land in the Jena district, parcel 22: parcels 53/4 (in part), 54/31 (in part), 54/34, 54/35, 54/36, 60, 62/5, 62/6, 62/9 (in part), 62/10, 62/11, 62/12 (in part), 76/2 (in part) with a total area of around 0.4 ha. Some of the parcels included in the scope of the project-related development plan are existing and future public traffic areas that will be used for the orderly development of the project (see Section 12 (4) BauGB).

The aim of the development plan procedure is to create the legal planning requirements for the construction of a high-rise building, a six-storey residential building along Frauengasse and an eight-storey building for office use in Steinweg.

Draft published

The draft of the project-related development plan VBB-J 41 "Quartier 22" approved by the City Council on 17.12.2025 and intended for public display - consisting of the plan drawing (Part A) with the textual provisions (Part B) as well as notes and informational transfers, the explanatory statement with measure sheets and other annexes - will be published in the period from 19.01. to 27.02.2026 inclusive.

Inspection

In addition, the named planning documents can be viewed from 19.01. to 27.02.2026 inclusive in the administration building Am Anger 26, 2nd floor, during the following opening hours

  • Monday: 08:00 - 12:00 and 13:00 - 16:00
  • Tuesday: 08:00 - 12:00 and 13:00 - 16:00
  • Thursday: 08:00 - 12:00 and 13:00 - 18:00
  • Friday: 08:00 - 12:00

During the publication period, it is possible to send comments on the planning to the city administration electronically by email to fd-stadtplanung@jena.de until the end of the publication period on 27.02.2026.

Public information event

In addition to the public display, a public information event is planned at which citizens will be given the opportunity to discuss and comment. This is expected to take place on 29.01.2026 on the premises of the city administration at Am Lutherplatz 3 from 18:00.

  • Expert opinion "Expert opinion - determination and assessment of noise immissions" with determination and assessment of the traffic noise affecting the planned construction area as well as statements on noise immission control and noise immissions emanating from the plan area

  • Expert report "Traffic investigation" with statements on the analysis of the existing situation, determination of comparative values and needs assessment, determination of car and bicycle parking spaces

  • Expert report "Daylight analysis" with statements on the sunlight situation and shading situation in accordance with DIN EN 17037 on ambient and self-shading

  • Expert report "Wind comfort" with statements on wind conditions at pedestrian level and on the roof terraces

  • Expert opinion "Climate ecology report" with statements on the cold air balance, cold air flow field and cold air volume flow in comparison between the existing building and the development

  • Expert opinion "Hydrogeological statement" with statements on the assessment of the impact of the building with regard to the influence on groundwater flow

  • Expert report "Soil investigation and foundation consultation" (with update) with statements on the subsoil, water levels, permeability of the subsoil layers, suitability of the subsoil and proposed solutions for foundations and sealing

  • Expert report "Bird strike" with statements on spatial analysis and frequency of flight movements in the planning area, determination of avoidance measures

  • Expert opinion "Environmental report" with statements on the protection goals of animals, plants, soil, water, climate ecology / wind comfort and the impact structure of the protected goods as well as assessment and forecast of the environmental status

  • Proof of flooding for a 100-year rainfall event

  • Comments from authorities and other public agencies with statements on climate protection, bird strike, green roofs, nature conservation and immission control, climate optimization and precipitation water as well as proof of flooding
