Preliminary Draft of Zoning Plan No. B-Lo 03 F.1 “Lobeda-Süd LS 2, 1st Amendment and Addendum” in the Neulobeda district

Early Public Notification in Accordance with Section 3(1) of the German Building Code (BauGB)

On January 22, 2020, the City Council of Jena resolved in a public meeting to amend or expand the “Lobeda-Süd LS 2” zoning plan in the areas shown in color on the site plan.

This involves a largely flat area in the northern part of the planning area, where mitigation and compensation measures have been designated to date, as well as a parcel of land bordering it to the east that is currently used as agricultural meadowland.

The goal of the plan is to develop the existing land reserves for commercial use, while ensuring priority is given to the establishment of manufacturing businesses.

The plan aligns with the current status of the update to the Land Use Plan (FNP). In the draft FNP, which was made available for public review in 2025, the areas designated for development are shown as commercial zones.

Preliminary Draft Published

The preliminary draft of Development Plan No. B-Lo 03 F.1 “Lobeda-Süd LS 2, 1st Amendment and Supplement” in the Neulobeda district—consisting of the plan drawing, the textual provisions and notes, the explanatory statement for the zoning plan with action sheets for green space provisions, impact-compensation assessment, species protection measures, and setback regulations regarding the highway, as well as the expert reports and environmental statements already available (contaminated sites, immission control), will be published on the City of Jena’s website from June 19 to July 6, 2026.

Public Review

In addition, the aforementioned planning documents will be available for public inspection from June 19 through July 6, 2026, at the administrative building located at Am Anger 26, 2nd floor, during the following hours:

  • Monday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:00 p.m.
  • Tuesday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:00 p.m.
  • Thursday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 6:00 p.m.
  • Friday: 8:00 a.m. – 12:00 p.m.

According to the current version of the BauGB, all municipalities are required to publish planning documents on the Internet. In addition to publication on the Internet, the public must be offered one or more other easily accessible means of obtaining information. Therefore, the planning documents are also available for review at the offices of the Department of Urban Development and Environment in the administrative building at Am Anger 26.

When submitting comments, it is advisable to include the author’s address. Without this information, it may be difficult to assess the impact on private interests.

By submitting a comment, you consent to the collection, processing, and use of personal data for the purpose of conducting the urban land-use planning procedure. The processing of personal data is based on Article 6(1)(e) of the General Data Protection Regulation (GDPR) in conjunction with Article 6(3)(b) of the GDPR and Section 3 of the German Building Code (BauGB). Comments that were not submitted within the deadline during the public and administrative participation process may be disregarded when a decision is made on the urban land-use plan, provided that the municipality was not aware of their content and was not required to be aware of it, and provided that their content is not relevant to the legality of the urban land-use plans.
