Preliminary Draft of the B-Mr 10 Zoning Plan “Am Golfplatz Münchenroda Residential Area” in the Münchenroda District

Early Public Notification in Accordance with Section 3(1) of the German Building Code (BauGB) 

On May 19, 2021, the City Council of Jena resolved in a public meeting to initiate a zoning plan procedure for the area shown on the site plan south of Rundplatzdorf and Münchenrodaer Straße.

The plan is consistent with the current status of the update to the Land Use Plan (FNP). In the draft FNP, which was made available for public review in 2025, the areas designated for development are shown as residential areas. 

In the updated Jena 2035 Residential Land Use Concept dated August 29, 2022, the area is classified as suitable for the construction of single-family homes. The area is listed there under the code “D13” with a potential for approximately 40 residential units.

Preliminary Draft Published

The preliminary draft of the B-Mr 10 zoning plan, “Am Golfplatz Münchenroda Residential Area,” in the Münchenroda district—consisting of the plan drawing with textual provisions and the project description, as well as the already available expert reports and environmental statements (species protection, biotope overview, geology and building site conditions, unexploded ordnance, golf course safety) and documents related to infrastructure development will be published on the City of Jena’s website from June 19 to July 6, 2026.

Public Review

In addition, the aforementioned planning documents will be available for inspection from June 19 through July 6, 2026, at the administrative building at Am Anger 26, 2nd floor, during the following hours:

  • Monday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:00 p.m.
  • Tuesday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:00 p.m.
  • Thursday: 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 6:00 p.m.
  • Friday: 8:00 a.m. – 12:00 p.m.

On Monday, June 29, 2026, at 6:30 p.m. , a public information session for residents will be held at the Münchenroda Community Center. The plan will be presented, and attendees will have the opportunity to ask questions about the plan and submit written comments.

According to the current version of the BauGB, all municipalities are required to publish planning documents on the Internet. In addition to publication on the Internet, the public must be offered one or more other easily accessible means of obtaining information. Therefore, the planning documents are also available for review at the offices of the Department of Urban Development and Environment in the administrative building at Am Anger 26.

When submitting comments, it is helpful to include the author’s address. Without this information, it may be difficult to assess the impact on private interests.

By submitting a comment, you consent to the collection, processing, and use of personal data for the purpose of conducting the urban land-use planning procedure. The processing of personal data is based on Article 6(1)(e) of the General Data Protection Regulation (GDPR) in conjunction with Article 6(3)(b) of the GDPR and Section 3 of the German Building Code (BauGB). In compliance with the information requirements of the EU General Data Protection Regulation, the necessary information regarding the processing of personal data within the scope of the procedure can be viewed at the above-mentioned public review location at the Jena City Administration during business hours and on the website designated for the public review.

Comments that were not submitted within the deadline during the public and administrative participation process may be disregarded when a decision is made on the urban land-use plan, provided that the municipality was not aware of their content and was not required to be aware of it, and provided that their content is not relevant to the legality of the urban land-use plans.
